Partisan control of government mediates only a fraction of responsiveness, suggesting that, contrary to conventional wisdom, responsiveness occurs mainly through the adaptation of incumbent o cials. We propose to add to our understanding of how group interests are represented by conceptualising representation as the policy responsiveness of elected officials.
